Mr. Borislav Boyanov has been appointed Chairman of SEE LEGAL (The South East Europe Legal Group). SEE LEGAL is an organization of leading national law firms from South East Europe (“the Region”). The organization fosters cooperation among law firms from the Region and can provide excellent and cost-efficient legal advice through its member firms on all aspects of the business law in the Region. Bulgarian Parliament Adopts Changes to Constitution

On September 25, 2003 the National Assembly of Bulgaria voted unanimously amendments to the Constitution of the Republic aimed at reforming the judicial system in the country en route to EU accession.

Eligibility Criteria for Participation in the Privatisation of the Electricity Distribution Utilities Announced

On September 25, 2003 the Bulgarian Minister of Energy announced the eligibility criteria for the potential bidders for the privatisation of the seven electricity distribution utilities in Bulgaria. The bidders must:

(i) have at least Euro 700 million shareholders’ equity and volume of electricity sold above 7,000 GWh in 2002

(ii) be exposed to at least one liberalised electricity market, defined as “an electricity market, where at least 26.5% of the market was legally declared eligible for competition”, and

(iii) have debt rating of at least “BBB minus”

According to the Minister, the marketing research shows that some 47 companies meet the above criteria. Recently the Minister also announced that 5 companies have already indicated interest in the privatisation of the electricity distribution utilities.

Borislav Boyanov & Co. Partners Address the IBA Annual Meeting in San Francisco

On September 16, 2003 Damian Simeonov (partner at Borislav Boyanov & Co.) was a speaker at a session of Committee Y of the International Bar Association entitled “Strategy of the travel and tourism industry with the impact of the extension of the European Union”. The session was held within the 2003 Annual IBA Conference held in San Francisco between September 14 and September 19, 2003.

On September 18, 2003 Borislav Boyanov (Managing Partner of Borislav Boyanov & Co.) chaired a joint session of the Eastern European Forum (of which Mr. Boyanov is Senior Vice Chair) and Committee D of the International Bar Association entitled “Investment disputes in Central and Eastern Europe – enforcement of judgements and arbitral awards versus sovereign immunity”. The session was held within the 2003 Annual IBA Conference held in San Francisco between September 14 and September 19, 2003.
