New Privatization Rules by Yordan Naydenov and Petko Iliev

In its January 2003 edition the International Bar Association’s Eastern European Forum Newsletter, published an article by Borislav Boyanov & Co. Partner Yordan Naydenov and Associate Petko Iliev, covering the major changes in Bulgaria’s privatization regulations. The article, named “New Privatization Rules” reviews the changes, aimed at increasing transparency of the privatization process, improving the public’s view of this process and increasing revenues from privatization transactions. Major points of focus include alterations to privatization procedures, methods of privatization, changes enhancing fair play and equity rules, changes in enforcement authorities, public registries, concessions and licenses.

Bulgarian Debt Management Operations Honored by Euroweek Awards

The operations undertaken by the Bulgarian government for management of the country’s sovereign external debt were awarded by Euroweek news agency with best transaction in debt management during 2002 award. The award was officially announced at the 8th forum of issuers and investors of Central and Eastern Europe in Vienna, attended by Finance Minister Milen Velchev and Deputy Finance Minister Krassimir Katev. The award is given following a poll of bankers, investors, and independent financial experts, who commended Bulgaria for its debt management strategy. Borislav Boyanov & Co. acted as a legal counsel to the managers JP Morgan Chase and Salomon Smith Barney for all of these transactions, reaching a total value in excess of one billion USD.
