A block exemption of certain categories of prohibited vertical agreements and concerted practices under the Protection of the Competition Act entered into force on June 1, 2001. The block exemption follows closely the exemption granted by Commission Regulation (EC) No. 2790/1999 on the application of Article 81(3) of the Treaty of Rome to categories of vertical agreements and concerted practices. The block exemption clears, subject to certain preconditions, agreements related to the terms of purchase, sale or resale of goods or services. On October 7, 2001 the Electronic Document and Electronic Signature Act will enter into force. It will establish the basic legal framework for the use of electronic documents and signatures and the provision of certification services in Bulgaria. There shall be three types of electronic signatures – general, advanced and universal. The general and the advanced signatures shall have the effect of handwritten signatures in relations between private persons.
